China Securities Regulatory Commission signed Memorandum of Understanding with the Astana Financial Service Authority

  On February 9th, 2018, Mr. Liu Shiyu, Chairman of the China Securities Regulatory Commission (CSRC) and Mr. Stephen Glynn, Chief Executive Officer of the Republic of Kazakhstan Astana Financial Service Authority (AFSA) signed the Memorandum of Understanding (MOU) for Regulatory Cooperation in the Securities and Futures Sector in Beijing, propelling the bilateral cooperation between the two regulators into a new phase.

  Against the backdrop of deepening economic and financial ties between China and Kazakhstan over recent years, the two authorities have earnestly implemented the important consensus reached by the two state leaders, and taken an active stance in supporting substantive and mutually beneficial cooperation between the two capital markets, yielding encouraging results. In May 2015, the CSRC and the National Bank of Kazakhstan signed the MOU for Regulatory Cooperation in the Securities and Futures Sector, laying the foundation for cross-border regulation and two-way investments. In May, 2017, the Shanghai Stock Exchange (SSE) acquired stake in the Astana International Exchange (AIX) as a strategic partner. The latest MOU signed between the CSRC and the AFSA will further promote bilateral dialogue and cooperation, facilitate regulatory coordination, serve the development of real economy, and support the Belt and Road Initiative.

  The CSRC has been actively involved in regulatory information exchange and cross-border enforcement cooperation with its overseas counterparts. So far, the CSRC has signed 67 MOUs with securities and/or futures regulators from 61 countries or regions.
