China Securities Regulatory Commission Signed Memorandum of Understanding with BaFin

On January 18th, 2019, under the witness of Chinese Vice Premier Liu He and German Vice Chancellor and Minister of Finance Olaf Scholz, the China Securities Regulatory Commission (CSRC) and the Bundesanstalt für Finanzdienstleistungsaufsicht (BaFin) signed the Memorandum of Understanding (MOU) Regarding Securities and Futures Regulatory Cooperation in Beijing during the 2nd China-Germany High Level Financial Dialogue, which marks a new phase of bilateral cooperation between the two regulators.

In the recent years, the CSRC has been actively supporting the China Europe International Exchange AG (CEINEX) to launch the D-share market in facilitating the financing of high-quality Chinese enterprises in European capital markets. The signing of this MOU is an update to the earlier MOU signed between CSRC and BAWe in 1998, and will be of great importance and significance for both CSRC and BaFin to further their bilateral regulatory cooperation with particular interest in the supervisory coordination on D-share issuing and listing and supervision over cross-border securities and derivative products. So far, the CSRC has established cross-border regulatory and enforcement cooperation mechanisms with regulators from 63 countries or regions.
