Responsibilities

The CSRC Fujian Bureau has 53 staff members composed by 46 permanent officials and 7 contract employees. Among all the officials, there are 11 with master’s degrees, 15 qualified for certified public accountants and 6 competent for lawyers. Moreover, 7 divisions have been established by the Fujian Bureau, including the General Office, the Party Affairs Office (the Internal Compliance Office), the Division of Listed Companies Supervision, the Division of Intermediary Supervision, the Division of Futures Supervision, the Division of Enforcement and the Division of Information Research, together with the Office of Letters and Calls which is under the management of the General Office.

 

General Office (including the Office of Letters and Calls)

Apart from engaging in the comprehensive coordination of the Bureau, it takes the helm of secretarial work, confidential secrecy, administration, financial management, (relation between) capital and labor as well as external communication.

It receives and handles relevant affairs including accusation, complaints, letters and visits within the Bureau’s jurisdiction.

Party Affairs Office (Internal Compliance Office)

It provides the ideological and political education for the Fujian Bureau staff, including the Party's structure construction, the construction of the Party's style of work and a clean and honest government and internal compliance. In addition to administrative supervision as well as personnel education, it gives guidance to affairs of the Bureau’s Trade Union, Youth League and Women’s Federation.

 

Division of Market Supervision

Apart from regulating the listed companies within the jurisdiction of the Fujian Bureau, it investigates the shareholding system’s transformation of the to-be-listed companies and regulates activities, in connection with securities and futures, of such intermediaries as law firms, accounting firms and asset appraisal institutions as well as their practitioners, within its jurisdiction.

 

Division of Intermediary Supervision

It regulates business activities of securities companies, securities institutions and their practitioners within the jurisdiction of the Fujian Bureau.

 

Division of Futures Supervision

It is in charge of the supervision over activities of futures institutions, securities investment consultant institutions and their practitioners within its jurisdiction.

 

Division of Enforcement

The Enforcement Office is responsible for investigating, transferring or assisting the judicial authorities’ investigation on cases of violation on securities and futures market regulations. Apart from conciliating the disputes on securities and futures businesses, it cracks down on illegal securities trading as well as money laundering in the securities and futures industry while drafting regulations of the Bureau.

 

Division of Information Research

By encouraging the regulated shareholding system’s transformation of the enterprises within its jurisdiction, it fosters sound limited companies by shares, conducts various investigations and researches through coordination, publicizes and discloses the Bureau’s information, builds and maintains the Bureau’s websites and manages the Bureau’s computer information system.
