Introduction of Inner Mongolia Regulatory Bureau

 

To strengthen the macro-management and coordination of the securities such as stocks, bonds and treasury bonds and encourage the securities market to develop healthily within the region, on May 4, 1993, the Inner Mongolia Autonomous Region Securities Committee, a non-standing body with its office at the Economic Restructuring Commission of the Inner Mongolia Autonomous Region, was established with the approval of the People's Government of Inner Mongolia Autonomous Region to take charge of the daily work. On September 11, 1995, the government officially established the Inner Mongolia Autonomous Region Securities Regulatory Commission (referred to as the IMSRC), which was a unit (with self-controlled revenue and expenditure) at the level of deputy hall and directly under the Autonomous Region. With the reform of the state's financial system in December 1998, the IMSRC was led by the China Securities Regulatory Commission (CSRC), with its name changed to the Hohhot Securities Regulatory Commissioner Office of the CSRC (referred to as the Hohhot Office) on July 1, 1999. To intensify the securities market regulation, the Hohhot Office, on March 1, 2004, changed its name to the Inner Mongolia Regulatory Bureau of the China Securities Regulatory Commission (referred to as the Inner Mongolia Regulatory Bureau).

 

The main responsibilities of the Inner Mongolia Regulatory Bureau are as follows: upon the authorization by the CSRC, to regulate the securities and futures businesses of the listed companies, the securities and futures business institutions, the securities and futures investment consulting institutions as well as the intermediaries such as the law firms, the accounting firms and the assets evaluation organizations within its jurisdiction; to investigate and punish the acts of violating laws and regulations within its regulatory jurisdiction.

 

According to the requirements of the CSRC, the the Inner Mongolia Regulatory Bureau sets up the Office, the Division of Listed Companies Supervision, the Division of Intermediary Supervision and the Enforcement Division.

 

The Office


To take charge of the secretarial work, administration, personnel, financial management, computer network, information treatment, foreign affairs and disciplinary inspection.

 

The Division of Listed Companies Supervision


In accordance with regulations, to regulate the listed companies, accountants, lawyers, assets evaluators engaged in the securities business within the jurisdiction as well as the personnel engaged in the securities businesses; to check the shareholding system reform of the to-be-listed companies.

 

The Division of Intermediary Supervision


In accordance with regulations, to regulate the securities and futures business institutions, the registration, custodian and settlement organizations, the securities and futures investment consulting institutions, the information communication institutions and the securities investment funds management institutions as well as the personnel engaged in the securities businesses within its jurisdiction.

 

The Enforcement Division


In accordance with regulations, to investigate and handle the cases of violating the laws and regulations on the securities and futures markets within the jurisdiction, or deliver them to the judicial authorities and assist the judicial authorities; to mediate the disputes among the securities and futures businesses, handle relevant letters visits and undertake the tasks of laws and regulations.
