Organization & Responsibilities

Upon the CSRC’s authorization, the primary responsibilities of the Hebei Regulatory Bureau of the China Securities Regulatory Commission (CSRC) (shortened as the Hebei Bureau) are as follows: (1) to regulate securities and futures activities of listed companies, securities and futures companies, securities and futures investment advisers as well as such intermediaries as law firms, accounting firms and asset appraisal institutions within its jurisdiction; (2) to punish the violation of laws and regulations within its jurisdiction. Six divisions are established under the Hebei Bureau, namely, the General Office, the Party Affairs Office (the Office of Internal Compliance), the Division of Listed Companies Supervision, the Division of Intermediary Supervision, the Division of Futures Supervision and Division of Enforcement.

 

The General Office takes charge of the following issues

(1) to be responsible for secretarial and administrative affairs, financial management, letter visits and security work; (2) to study on the securities markets within its jurisdiction as well as the information statistics and external connections.

 

The Party Affairs Office (the Office of Internal Compliance) is responsible for the following issues

(1) to assume the party construction and party affairs, discipline inspection and supervision, personnel management and wages; (2) to be responsible for the affairs in connection with ideology and politics,organizational construction, clean administration and cadres training.

 

According to regulations, the primary responsibilities of the Division of Listed Companies Supervision are as follows

(1) to supervise over listed companies within its jurisdiction; (2) to investigate the joint-stock system reform of the to-be-listed companies; (3) to supervise over the guidance of securities dealers; (4) to regulate securities activities of accountants, lawyers, assets appraisals, as well as the staff, within its jurisdiction.

 

The primary responsibilities of the Division of Intermediary Supervision are to regulate activities of securities companies, depository, custody and clearing institutions, investment consulting institutions, information publicity institutions and securities investment fund management institutions as well as their staff within its jurisdiction according to regulations.

 

The primary responsibilities of the Division of Futures Supervision are to regulate the futures activities of futures brokerage companies, and futures investment consulting institutions within its jurisdiction according to regulations.

 

According to regulations, the primary responsibilities of the Division of Enforcement are as follows

(1) to investigate the violation of laws and regulations on the securities and futures markets within its jurisdiction, or refer to judicial authorities and assist them in investigations; (2) to control the disputes on the securities and futures business; (3) to deal with the letter visits and take charge of the regulation issues of the Hebei Bureau;
