From February 15 to 17 , 200 9 , the International Organization of Securities Commissions (IOSCO) held a conference in Washington, US. The Technical Committee and the Executive Committee have discussed and approved that the securities regulatory authorities from China, Brazil and India, the three emerging markets, become members of the Technical Committee. T he Technical Committee, currently chaired by the United States S ecurities and Exchange Commission , is the actual maker of the international securities regulatory standards . T he China Securities Regulatory Commission (CSRC) was invited to be a member of the Technical Committee of ISOCO prior to the G-20 London Summit, signifying that the development and regulation of China ’ s securities market has been recognized by the international society, and that the C SRC ha s more discourse rights in the international securities regulatory field, which will promote the CSRC to become a member of the Financial Stability Forum .
The CSRC joined the IOSCO in July, 1995 with the approval of the State Council. Since 1998, the CSRC has been elected as member of the Executive Committee, the decision-making institution of the IOSCO, for six consecutive years. I n June, 2008, Shang Fulin was re-elected the Executive Committee’s exclusive Vice-chairman . A s the CSRC together with the securities regulatory authorities of Brazil and India became members of the Technical Committee, the CSRC has joined all committees of the IOSCO and undertaken affairs of relevant workgroups.
The IOSCO, the leading international organization in securities regulation, was established in 1983, whose predecessor was the inter-American regional association established in 1974. By far the IOSCO has over 110 official members,which are under the Technical Committee and the Emerging Markets Committee according to the development level of regulatory markets, and belong to the Asia-Pacific Regional Committee, the European Regional Committee, the Interamerican Regional Committee and the North Africa/Middle East Regional Committee according to geographical location. A s a forum for global securities regulators and a maker of international securities regulatory standards, the IOSCO has published important reports, codes of conduct and standards, which have become critical guidelines for global securities industries and securities regulation. T he Technical Committee of the IOSCO, the actual maker of the international securities regulatory standards, is made up of fifteen members for years that regulate some of the world's larger, more developed and internationalized markets , including Australia, Canada, France, Germany, Hong Kong, Italy, Japan, Mexico, the Netherlands , Spain, Switzerland, United Kingdom, the United States and other countries or regions. Ms. Kathleen Casey, Commissioner of the United States Securities and Exchange Commission , is the Chairman of the Technical Committee. Mr. Hans Hoogervorst, Chairman of t he Netherlands Authority for the Financial Markets , is the Vice-Chairman of the Technical Committee.
